The below is an example of what a "too plump bag" looks like. I found this picture on craigslist:

Do not make that mistake! A perfect bag should be between 1 1/4" and 1 1/2" thick. Once you start tipping over the 1 3/4" scale the bag is obese and well, a dud! Cut your fabric square to 7.5" each and you will get a full 6" square bag when you fill it with corn to a nominal weight between 15.4 and 15.8 ounces (including fabric weight). Bag regulation is 14 to 16 ounces, but many folks either don't have a full 6" square bag after filled (fabric is too small) and/or they over fill it. For example.
So, as a summary, cut your fabric pieces to 7.5" each, use a digital scale and fill the bag until the scale reads between 15.4 and 15.8 ounces. After you sew the closing seem and lay the bag flat, it should come out to be 1 1/4" to 1 1/2" thick. If your bag is over 1 3/4" thick, then it is TOO PLUMP.
There is nothing worse than a bag that is too plump!
